Planning Strategies for Transportation Fuel Consumption Reduction: An Evaluation of the Hawaii Clean Energy Initiative's Transportation Plan

Abstract

The transportation sector is responsible for 28 percent of America's total energy consumption; over 90 percent of that energy comes in the form of petroleum. In Hawaii, transportation accounts for over 50 percent of total energy consumption, nearly all of which is petroleum based. As climate change impacts and the costs of oil continue to grow, curbing consumption of petroleum is essential to ensuring the environmental and economic health of future generations. This paper provides an overview and analysis of planning strategies to reduce petroleum consumption and examines the Hawaii Clean Energy Initiative's goal of 70 percent fossil fuel consumption reduction by 2030.
