Environmental Assessment: Maintenance of the Bear Lake Storm Water Retention Pond Whiteman Air Force Base, Missouri

Abstract

This EA has been prepared in accordance with the National Environmental Policy Act (NEPA). This document focuses on analyzing the following environmental resources: land use, soil resources, infrastructure, socioeconomics and environmental justice, noise, cultural resources, biological resources, water resources, air quality, safety, and hazardous materials and waste. The proposed action includes performing needed maintenance on the Bear Lake Storm Water Retention Pond. The EA addresses implementing the proposed action and the no-action alternative. Under the no-action alternative, the proposed project would not be implemented. Implementation of the proposed action would result in minor, net long term beneficial impacts to water resources, biological resources, local socioeconomics, and onsite infrastructure at Whiteman AFB. Benefits of the project include Increased capacity of the storm water retention pond to positively affect water quantity and water quality; Aesthetic enhancement of the local landscape; Improved opportunities for recreational fishing for airmen and their families; and Reduced risk to downstream natural resources from catastrophic dam failure. As a result of implementing the proposed action, minor short-term adverse impacts that are less than significant without mitigation, would be anticipated, including Air quality from increased mobile emissions and fugitive dust; The noise environment due to construction vehicle operations; Biological resources and wetlands due to land and water disturbance; Water quality due to land and water disturbance; and Traffic and transportation from slightly increased levels of construction vehicles. The no action alternative was not found to satisfy the purpose or need for the action. This alternative would not enable Whiteman AFB to maintain its land and water resources by proper functioning of the Bear Lake Storm Water Retention Pond.
