Final Environmental Assessment Addressing Construction, Operation, and Maintenance of a Hot Cargo Pad at Kirtland Air Force Base, New Mexico

Abstract

Under the Proposed Action, the 377 ABW proposes to construct, operate, and maintain a hot cargo pad at Kirtland AFB to ensure reliable support and backup for the existing hot cargo pad (Pad 5). Other components of the Proposed Action include construction of a new taxiway to the proposed hot cargo pad; replacement of the deteriorating taxiway to Pad 5; addition of new and relocation of existing anti-ram barriers, defensive fighting positions, and personnel shelters surrounding the proposed hot cargo pad and Pad 5; addition of new lighting at the proposed hot cargo pad and Pad 5; and removal of existing lighting at Pad 5. The analysis in this EA considers the Proposed Action and the No Action Alternative. Four alternatives to the Proposed Action were considered, but eliminated from detailed analysis due to infeasibility.
