Environmental Assessment of Multiple Construction Projects at Andrews Air Force Base, Maryland

Abstract

This Finding of No Significant Impact (FONSI). w as prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, 42 United States Code 4231 et seq. as amended in Council on Environmental Quality (CEQ), 40 Code of Federal Regulations (CFR) 1500- and Environmental Impact Analysis Process, 32 CFR 989. The decision in this FONSI is based upon information contained in the Environmental Assessment (EA) of the Multiple Construction Projects at Andrews Air Force Base (AFB), Maryland, which is hereby incorporated by reference. The EA analyzed potential environmental consequences from implementation of the proposed action or no action alternative. The need for action is to replace inadequate existing facilities with new facilities adequate to perform activities necessary to meet USAF mission, enhance worker productivity and safety, and meet Force Protection requirements. For all proposed activities, Force Protection measures would be incorporate in accordance with the USAF Installation Force Protection Guide. The 89th Airlift Wing proposes to construct a new Environmental Flight building, a consolidate aircraft supply center facility, a new education center and library, and upgrade the base recycling center. The Environmental Protection Function considered reasonable alternatives to formulate alternatives for analysis. There were no alternatives, in addition to the proposed action and the no action alternative, considered that would satisfy the purpose and need of action. Construction activities would be conducted in accordance with applicable Air Force safety regulations and standards prescribed by the Air Force Occupational Safety and Health requirements (AFI 91-301). to initiation of construction activities, plans and documents would be prepared by the contractor to provide environmental controls. These plans and documents would be submitted to the contracting officer at Andrews AFB.
