Environmental Assessment For the Proposed Construction of A Hazardous Materials Issue Facility and a Hazardous Wastes Storage Facility at Buckley Air Force Base, Colorado

Abstract

The purpose for the proposed action is to consolidate and centralize the majority of hazardous materials used and hazardous wastes generated at BAFB to facilitate utilization, tracking, and disposal. The need for the proposed action is to have adequately designed and configured facilities for the proper storage, packaging, and dispensing of hazardous materials and processing of hazardous wastes to further comply with the hazardous and solid waste provisions of the Resource Conservation and Recovery Act (RCRA) and the requirements of the Colorado Department of Public Health and the Environment (CDPHE). The proposed action would be strategically situated and designed to provide a convenient location to manage and control hazardous materials and hazardous wastes, which would improve material control, reduce generated wastes, lessen the chance of spills, and provide a means for instant spill containment. Alternatives considered for this proposed action include (1) the construction of a hazardous materials issue facility and a hazardous wastes storage facility near Building 1005; (2) the construction of a hazardous materials/hazardous wastes pharmacy near Building 1005; or (3) the no action alternative. This EA has been prepared in accordance with the National Environmental Policy Act (NEPA) to analyze the potential environmental consequences of constructing a hazardous materials issue facility and a hazardous wastes storage facility. Under the no action alternative, hazardous wastes would continued to be stored in two locations on the installation.
