Developing a Leadership Development Program for the Veterans Benefits Administration within the Department of Veterans Affairs

Abstract

The Department of Veterans Affairs (VA) has expressed its commitment to agency transformation while maintaining its responsibility to provide the highest level of health care and services to Veterans and their dependents. One means of meeting this standard is for VA to place increased focus on current and future leaders, not only by providing more leadership development opportunities but also by providing these opportunities to more employees. The benefits of a wide-ranging leadership development program are many: employees become more capable, knowledgeable, and equipped to rise to the challenge of providing the highest quality benefits and services. Investing in employees builds their confidence that the organization cares about their personal development. In the long-term, providing leadership development skills assists with the agency's succession planning by building a pool of skilled candidates able to fill future senior leader positions. Previous research has identified the need for increased leadership development opportunities within VA. This study looks at the development of a program within one of the agency's three administrations, the Veterans Benefits Administration.
