The Impact of Levant Basin Oil and Natural Gas Discoveries on Lebanese-Israeli Relations

Abstract

The discovery of huge oil and gas fields in the Levant Basin will dramatically change the political, economic, environmental and social situation in the Eastern Mediterranean Region. These discoveries could be a new prospect for bringing both wealth and economic development to each of the countries in the region, and possibly provide them greater opportunities. It could also possibly improve the energy security for countries that have been importers for both oil and natural gas since their inception. With the amount of resources discovered, and depending on their agility and proper management of the new fortune, the Levant countries could join the club of hydrocarbon exporters. This study seeks to address possible implications for Lebanon and Israel in light of the prospect of discoveries of oil and natural gas reserves offshore. It will review the question of the maritime borders and the controversial positions of the two nations; especially in light of the fact that they are in a state of war. It will also address the prospects of rising tensions between the two neighboring countries on one hand, and the possible scenarios of cooperation on the other.
