U.S. Naval War College PSI 2014 Game Report

Abstract

In September 2013 Deputy Assistant Secretary of Defense for Countering Weapons of Mass Destruction Rebecca Hersman requested that the Naval War College conduct a PSI table top game in May 2014 in conjunction with a meeting of the PSI Operational Experts Group (OEG). It was specifically requested that the game explore critical challenges and opportunities in counter-proliferation interdiction, and identify capacity building tools that may be shared with the broader PSI community. Members of the Naval War College (NWC) Center for Naval Warfare Studies (CNWS), particularly from the Strategic Research Department, War Gaming Department, and Office of Naval Intelligence Detachment, worked with Office of the Secretary of Defense (OSD) personnel and members of the U.S. interagency to design a game that would facilitate deeper comprehension of and actionable recommendations related to key interdiction trends, decisions, and practices among PSI member states. The PSI game was conducted during the PSI Operational Expert Group (OEG) meeting held 13-15 May 2014 at the Naval War College, Newport, Rhode Island.
