Final Environmental Assessment: Lease with Omaha Public Power District (OPPD) to Support New United States Strategic Command (USSTRATCOM) Facility and Existing Base Load

Abstract

OPPD needs a new substation to support the future electrical requirements of a 1,000,000 square foot USSTRATCOM facility and existing base load. Offutt Air Force Base prepared an EA to identify and evaluate potential environmental effects of entering into a lease with OPPD to support the new USSTRATCOM Facility and existing base load. To determine the possible environmental effects, the major element (building the substation) of the proposed action was identified and evaluated. The EA was prepared in accordance with the National Environmental Policy Act (NEPA) of 1969 (PL 91-190; 42 USC 4321-434 7), as amended Council on Environmental Quality (CEQ) Regulations for Implementing the Provisions of NEPA (CEQ Regulations, 40 Code of Federal Regulations [CFR] Parts 1500-1508); and Air Force Instruction 32-7061 as promulgated in 32 CFR 989.
