RAF and Authorities

Abstract

The method and manner in which the Army executes Regional Alignment of Forces (RAF) is evolving. The Army is changing and adapting the concept as it promulgates the idea across the force. Regional Alignment of Forces does not come with a Congressional mandate or specific statuary authority, and the utilization of forces in any circumstance requires clear authorities. Therefore, how RAF is implemented and under what legal authorizations are exceptionally important considerations.
