Abstract

This report addresses how the U.S. Army as part of a joint, interagency, intergovernmental, and multinational force can help the nation achieve its highestlevel national security interests and mitigate the most important risks.1 In a resource-constrained environment, such as the current one, it is particularly important to assess how well U.S. strategies and force plans meet these desired ends.
