An Overview of Step 2 of the Risk Assessment and Mitigation Framework for Strategic Materials (RAMF-SM)

Abstract

The Strategic and Critical Materials Stock Piling Act calls for the establishment of a National Defense Stockpile (NDS) and requires biennial reports to Congress on stockpile requirements and recommendations. IDA assists the Defense Logistics Agency (DLA) in determining these requirements. IDA has developed an analytical process, the Risk Assessment and Mitigation Framework for Strategic Materials (RAMFSM), to identify potential shortfalls of critical materials and assess mitigation strategies. Identification of the likely number and severity of shortfalls--Step 2 of RAMF-SM--is accomplished using a suite of models and data. This summary provides an overview of the various Step 2 components. It can be used as a guide for verification or reproduction of the 2015 NDS "Base Case" (i.e., national security emergency planning scenario) Step 2 run.
