Final Programmatic Environmental Assessment for Test Area C-74 Complex, Eglin Air Force Base, Florida

Abstract

The Air Armament Center at Eglin Air Force Base, Florida, is proposing to authorize an increased level of military test and training activities on the Test Area (TA) C-74 Complex, composed of C-74, C-74A and C-74L. This test area complex is located in the northeastern quadrant of the Eglin Military Range Complex and is composed of TA C-74 (Kinetic Energy Munitions Test Facility), C-74A (Munitions Analysis Facility) and C-74L (Gunnery Ballistics Facility). The C-74A component of the complex is used primarily to analyze the internal conditions of munitions items through non-destructive techniques. It also serves to store munitions for Eglin test areas in the vicinity. During the baseline period (FY97-98), the open-air range components of the TA C-74 Complex (C-74 and C-74L) supported approximately 400 test and training missions. The Proposed Action is for the 46th Test Wing Commander to establish an authorized level of activity at these test areas based upon an anticipated increased use. While four alternatives were developed for analysis, the proposed action is to authorize the level of activity described in Alternative 4.
