Environmental Assessment for Implementation of the Schriever Air Force Base Integrated Natural Resources Management Plan
Abstract
The U.S. Air Force (USAF) proposes to implement the Schriever AFB Integrated Natural Resources Management Plan (INRMP), revised in 2006, by carrying out the projects recommended by the plan for conserving and protecting natural resources in support of the military mission for present and future generations. In November 1997, the Sikes Act, 16 U.S.C. 670a et seq., was amended to require the Secretary of Defense to carry out a program to provide for the conservation and rehabilitation of natural resources on military installations. The amendments require the Secretaries of the military departments to prepare and implement INRMPs for each military installation in the United States, unless the absence of significant natural resources on a particular installation makes preparation of a plan for that installation inappropriate. Implementation of the INRMP ensures compliance not only with the Sikes Act Improvement Act (SAIA) but also with Department of Defense Instruction (DoD I) 4715.3, Environmental Conservation Program; Air Force Policy Directive (AFPD) 32-70, Environmental Quality (July 20, 1994); and Air Force Instruction (AFI) 32-7064, Integrated Natural Resources Management (September 17, 2004). The principal use of military installations is to ensure the preparedness of the Armed Forces. The SAIA requires an ecosystem management approach, taking into account mission requirements and other land use activities affecting the installation.
