Abstract
This EIS has been prepared in accordance with NEPA. The public and agency scoping process resulted in the analysis of the following environmental resources: noise, land use and visual resources socioeconomics and environmental justice, air quality, airspace management and air traffic control, safety solid and hazardous materials and wastes, infrastructure, earth resources, water resources, biological resources, and cultural resources. For the Proposed Action, findings indicate that there will be significant impacts to the noise environment at Westfield-Barnes Airport, and therefore impacts to associated land uses, and populations within the 65 decibel (dB) noise contour. Under the Alternative Action impacts would be similar to those under the Proposed Action, although more acreage, homes, and therefore people would be located within the 65 dB noise contour. Under the No Action Alternative the 104 FW would not implement the actions described above. The 104 FW would maintain their existing facilities, would not build the new facilities proposed, and would not undergo an aircraft/mission conversion. Under the No Action Alternative, these deficiencies would continue to impair the 104 FW's ability to successfully conduct their mission and to maintain wartime readiness and training.
