Abstract

The National Environmental Policy Act (NEPA) and the Council on Environmental Quality (CEQ) regulations require a lead agency to prepare an Environmental Assessment (EA) to evaluate the potential impacts of Federal actions on the surrounding environment. The United States (U.S.) Air Force is the lead agency for NEPA compliance on this proposed project. CEQ regulations require that an EA. This EA evaluates the potential environmental impacts associated with the National Reconnaissance Office (NRO) proposal to construct a new Eastern Processing Facility (EPF) on Cape Canaveral Air Force Station (AFS), in Brevard County, Florida. The NRO is proposing the construction of a new EPF on Cape Canaveral AFS to support processing of satellites that use multiple launch vehicles, and to provide operational flexibility by allowing the various programs to support their launch complex activities simultaneously. Construction of this new facility would occur during the years 2006 and 2007, and operations within the facility would commence in 2008.
