Campaign Plan Granite II
Abstract
The attached Outline Campaign Plan for operations of the Pacific Ocean Areas during 1944 and early 1945 eventually to establish forces in position to force the surrender of JAPAN has been submitted to the Commander in Chief, U. S. Fleet and Chief of Naval Operations in compliance with his directive. It is based on the strategic concept approved by the Combined Chiefs of Staff on 23 December 1943 and the directive contained in Joint Chiefs of Staff 713/4 of 12 March 1944. The Plan is issued for the information of the major commanders concerned. Pending action by higher authority it'will be utilized as a guide to long range planning. It will be used as a basis for acquiring and preparing forces; and for providing means for their logistic support. The plan is not in itself a directive. Operations required will be covered by specific directives.
