Abstract

The Fall River basin project was authorized by the Flood Control Act approved 18 August 1941 (Public Law 228, 77th Congress, 1st Session) which reads, in part, as follows: "Section 3... The project for the improvement of Fall River and tributaries, South Dakota, for flood control is hereby authorized to be constructed substantially in accordance with the recommendations of the Chief of Engineers in House Document No. 655, Seventy-sixth Congress, third session, at an estimated cost of $1,050,000..." The project for the improvement of Fall River and tributaries included channel improvement in the town of Hot Springs and the construction of Cold Brook Dam and Reservoir and Cottonwood Springs Creek Dam and Reservoir, currently known as Cottonwood Springs Lake. The Hot Springs channel improvements were completed in 1950, and Cold Brook Dam was completed in 1953. The authorized Cottonwood Springs Creek Dam and Reservoir was placed in the deferred for restudy category in 1954.
