Prioritization Methodology for Development of Required Operational Capabilities

Abstract

This paper presents the main methodological issues related to the prioritization of Required Operational Capabilities (ROCs) of the Bulgarian Armed Forces (BAF). It is specifically orientated to the achievement of nearly-to-the-real results in the development of military capabilities corresponding to the national and coalition, political and strategic requirements. An approach is proposed in this paper based on experts opinion and analytical methods for a generic and flexible support of the decision-making that can be used in the effective defense management. This methodology seeks to identify the ROCs that are necessary to be developed in order to address the mission s achievement. These are the ROCs with greatest potential to improve Alliance mission effectiveness and interoperability in the near, mid- and long-term future.
