Issue Paper on Task Impact Analysis: Impact of Vested Rights to Rank on a Day One Transition to Task

Abstract

A preliminary examination of the Non Commissioned Member (NCM) population under a Trade Advancement through Skill and Knowledge (TASK) scenario was completed by the Directorate of Manpower Analysis (D Man A) in support of the impact analysis of TASK over the summer of 1991. This paper addresses the short to medium term consequences of a "day one" transition to a TASK structure, focusing on the im:r;\202'act at the private and corporal levels.
