Abstract

The philosophy of the meeting was to explore, peruse, examine, and analyze both the advantages and disadvantages of the present defense RDT&E process in relationship to human oriented (personnel, training, manpower, human factors, and human engineering) research and development. The objectives were to: (1) examine the R&D cycle, from research organization to implementation, as a framework for fostering personnel and training research and research documentation ; (2) provide suggestions for modification of the Navy R&D cycle in relation to personnel and training to allow research planning, performance, and implementation in minimum time and cost with maximum payoff; (3) develop insights in the research-management-engineering structures and structural interfaces as required for personnel research problem identification, performance, and implementation; and (4) synthesize and document the major conclusions stemming from the meeting and publish these, together with the presented papers.
