Abstract

This paper is published in two volumes. This first, describes some of the hardware, systems and techniques needed to design, construct and maintain a Fixed Ocean Facility (FOF). The second documents the need for standards and criteria to serve as accurate, reliable guidelines in using these techniques and equipment.
