Abstract

This report defines Ocean Facilities Engineering (OFE). It describes the functions to be performed for and under the cognizance of the Naval Facilities Command during the life cycle of a Fixed Ocean Facility project and the interrelationship of those functions. The report is applicable to all Naval fixed ocean facilities. Data are based on a detailed breakdown structure which addresses the significant functions to be considered in planning, designing, and constuction of a fixed ocean facility and the maintenance, repair, and services required during the life of that facility.
