Cost Effects of Defense Contract Changes.

Abstract

Very little has been written on the economic aspects of defense contract growth via changes. This thesis covers classic contract growth situations, a statement of the problem, the scope of the study, and major sources and contributions of literature. How changes are initiated, by whom, procedures for change implementation, types of changes, both government and industry attitudes toward changes, and the normal procedure of contract changes are discussed. The analysis of contract changes consists of a review of the details of contract changes. This review covers Army Ammunition contracts of long tenure, a Navy Weapons System contract, and a detailed three year analysis of the U.S. Army White Sands Missile Range (WSMR) contracts. The main purpose of the survey was to detect and analyze contract growth. The basic WSMR contracts sampled are stratified into the procurement groups of: Small and Large Business; Sole and Multi-Source; Negotiated and Advertised contracts. These contracts and their changes are viewed with respect to cost affect, changes in the scope of contract, dollar amount, and delivery extensions. Observations and recommendations are made with respect to suggested improvements in both contract placement and the type of specifications to be used to decrease changes.
