Standard Procedures for Air Force Operational Test and Evaluation. Volume I.

Abstract

This report describes the overall structure of Air Force Operational Test and Evaluation process from the appearance of the test directive to the production of the final report. It describes the major documentation requirements applicable to major and minor weapon systems acquisitions and provides guidance to the Air Force OT+E community in the areas of formulation of test objectives, selection of test concepts, determination of test planning criteria, OT+E data collection and analysis requirements, formulation of OT+E conclusions and recommendations, and test reporting. It further describes procedures for the development of statistical design of an operational test. This report culminates an effort to standardize the management and analytical procedures applicable to Air Force Operational Test and Evaluation. Toward this end, standardized data elements of measures of effectiveness are developed.
