Senior Officer Debriefing Report: Senior Advisor, MR 4, Kien Tuong Province, 17 August 1972-28 January 1973

Abstract

The writer believes that Vietnamization in Kien Tuong Province has been very successful in spite of the fact that weak links do exist. The structure has been built and the ground work laid that will enhance continuing development, security and self-sufficiency. He also feels that much of the public display in support of GVN is artificial, or at any rate superficial and perfunctory, even though strides have been made during recent political indoctrination campaigns. It is a strong recommendation as follow-on actions at the national level to eliminate corruption. At the local level, priority follow- on advisory efforts should be directed at taxation and village self development. Top priority should also be given to the development of an irrigation system.
