Measures and Indicators for Evaluation of Innovations to the Health Care System

Abstract

This report provides an overview of measures and indicators that might be used to evaluate the impact of health care system innovations on the system's effectiveness in accomplishing its fundamental objectives. This report identifies 11 areas of effectiveness: quality; availability; accessibility; acceptability; appropriateness of utilization; retention, recruitment, and training; absenteeism; personnel performance; response to changing needs; organizational image; and contributions to society. Measures and indicators for each of these areas as well as for economy are presented, and the feasibility of collecting data and using them for evaluation is discussed.
