General War and Its Naval Implications.

Abstract

This study explores the significance of naval power as a factor in general war and identifies major roles for allied navies in deterrence and defense. One idea developed is that communist objectives for the peace following war constrain Soviet actions, imply a basis for NATO's defense and suggest critical wartime roles for allied naval forces in particular. Thus, naval power is viewed as a means to support a strategy aimed at denying Soviet minimum requirements for a politically meaningful victory.
