Tri-Service Applicability of the Early-on Manpower Requirements Estimation Methodology,

Abstract

Management Consulting & Research, Inc. (MCR) examined the ability of three Military Services (Air Force, Marine Corps, Navy) to support the Early-on Manpower Requirements Estimation Methodology (EMREM) analysis. The EMREM was demonstrated previously on three Army systems; the application is described in this report along with an overview of EMREM. An overview of each of the three Services' manpower requirements estimation process is provided. The conclusion is that each Service can provide support for EMREM analyses using existing data systems and processes. Keywords: Acquisition process, Personnel Requirements, and Weapon Systems.
