A Methodology for Analyzing the Aptitude Content of the Non-Prior Service Youth and Enlisted Apprentice Populations

Abstract

This report presents the development of an aptitude cluster concept. Seven aptitude categories, called aptitude clusters, are defined. Their use is demonstrated in an analysis of the qualification of people for military occupations. A methodology for projecting the long-term supply of manpower by aptitude category is also described and demonstrated. The implementation of the MCR manpower supply and demand methodologies will provide the Department of Defense a way to identify probable weapon system manning constraints while systems are still in the earliest stages of their acquisition planning.
