U.S. Emergency Management: Assessing the Strategic Doctrine and Management Structure.

Abstract

This paper considers whether the U.S. has (1) an appropriate Federal organization for effectively managing the common functions of emergency management and for responding to the varied events that fall within these functions and (2) a sufficiently defined strategic doctrine (including laws, regulations, policies, and priorities) for emergency management. Federal emergency management, as discussed in this paper, includes, a full range of actions needed for domestic response to emergency events, but does not include the use of the military in war scenarios or relations with other countries.
