Analysis of Alternatives for Out- and Over-Size Strategic Airlift: Reliability and Cost Analyses. Volume I: Main Report

Abstract

This two-volume report provides cost and reliability analyses to support a DoD Analysis of Alternatives (AoA) to determine the most cost-effective means for meeting future strategic airlift needs. Volume I contains the main report at the unclassified level. Volume II summarizes the company-sensitive and proprietary information used to conduct the analyses and is not available for general distribution. In the report, both modernized re-engined C-5s and additional C-17s are AoA candidates. Some of the alternative airlift fleets considered contain modernized C-5s, others retire the C-5s and replace them with new C-17s, and others include a mixture of C-5s and new C-17s. This report determines the mission capable rates of all candidate strategic airlifters within these fleets and estimates life cycle costs for all alternative fleets. It also includes modernization excursions, sensitivity analyses, and cost risk analyses.
