This report was originally issued in July 1941 as NDRC Report A-16 (OSRD No. 19) and was based upon a study on penetration mechanics from results made available by the Naval Proving Ground and by the Naval Research Laboratory. It was to be considered as Part I of a theoretical study of the mechanics of armor perforation.
