Report of the Panel on Southeast Asia
Abstract
The Southeast Asia Panel was tasked with examining four problem areas in Southeast Asia wherein major improvements are necessary to improve efficiency and effectiveness. These problem areas are as follows: (1) the search and rescue of downed air crews, (2) the Illinois City Project (systems aimed at combating the infiltration of men and supplies from North Vietnam into South Vietnam), (3) the search and destroy effort against Viet Cong (VC) and North Vietnamese Army (NVA) forces, and (4) the Pacification/Revolutionary Development Program. The Panel's recommendations regarding these problems are detailed in this report. With regard to 1, there is a need for reliable equipment that would allow the pilot to communicate with rescue forces, whether this is IFF-type coded radio transponders, radar corner reflectors, dye markers, smoke projectiles, or voice communications equipment. The Illinois City Project will provide a wide range of components for detecting, monitoring, and interdicting vehicle and personnel traffic in a variety of war situations. The panel is concerned about improved target acquisition capability and munitions for specific attacks against trucks. The Anti-Vehicle Land Mine (AVLM) now under development ought to substantially enhance the military's capability against trucks and should be accelerated. With regard to 3, there is a need to indicate the occupancy of known base camps in real time by caretaker sensors, provide intelligence on enemy movements by lines of sensors sown across trails and forest areas, and identify enemy escape routes once search and destroy actions are begun by means of an encircling ring of sensors. With regard to 4, the Panel recommends that sensors, night vision devices, and an inter-village communications net and the requisite reactive forces be packaged as a system and deployed to a selected area on an experimental basis as soon as possible.
