A Redesigned Performance Appraisal System for Noncommissioned Ranks in the Canadian Armed Forces,
Abstract
This new system, to be installed in 1983, was based on two years of research by a six-person team. The study used secondary occupational analysis data, content analysis of performance appraisal narratives, psychometric analysis of performance appraisal scores, primary survey data, and longitudinal studies, to identify fourteen performance assessment dimensions, each of which displayed broad applicability across the more than 100 assessee occupations. Unique features of the appraisal system are (a) a new approach to numerical scale anchoring, (b) a built-in score-monitoring system, and (c) the ability to adapt the system to each occupation to according to the importance of each assessment factor in that occupation, while maintaining a standard format.
