Military Compensation: An Overview of the Cash Pay Structure, Challenges for the Future

Abstract

The panel discussion examined three essential areas - military compensation philosophy, the pecuniary rewards, and nonpecuniary rewards - and developed recommendations for adjustments in the compensation system. It addressed making proper military manpower and force management decisions based on a thorough understanding of military compensation philosophy. Additionally, an understanding of pecuniary rewards, how they can be adjusted, and their relationship to manpower supply is basic. Finally, new and creative uses of nonpecuniary (noncash) compensation were considered for a compensation system competitive with the private sector.
