An Economic and Sensitivity Analysis of Alternatives for Providing Family Housing. Executive Summary,

Abstract

The analysis indicates that the least cost alternative is Economy Housing, with a present worth cost of $38.3 million. The four alternatives in this analysis are: Economy Housing, Lease Rental, Rehabilitation/Expansion of Existing Units, and New Construction. The sensitivity analysis revealed that the lease rental course of action would be the least costly alternative if allowance payments were 14% higher, if lease rent payments were 19% lower, or if utilities costs were 45% lower. Rehabilitation/expansion would be the least cost solution if all construction cost estimates were 50% lower than estimated. Determination of the least cost alternative is not significantly sensitive to changes in any other cost element groups.
