Government - Contractor Interaction,

Abstract

The development of the Administrative Contracting Officer represents an advance in the Government system of contract management because it provides an individual with knowledge, time, and a specialized function to insure performance of Government contracts. However, the development has created a dichotomy between the award and the post-award function which increases the adversary relationship with Government contractors. This paper advocates that this adversary relationship can be decreased if PCOs and ACOs are provided with opportunities to serve in the assignments of the other. (Author)
