Contracting Initiative: Best Proposal for Price,
Abstract
With ever increasing emphasis being placed on Department of Defense acquisition improvements and reduction of acquisition lead time, the Air Force Systems Command, Armament Division, has developed and is testing a contracting initiative referred to as Best Proposal for Price. This concept is intended to significantly reduce efforts by government and contractor personnel and thereby reduce acquisition lead time while maintaining the integrity of competitions that are limited by funds. Best Proposal for Price contemplates award without negotiation, if possible. The main thrust of this acquisition concept is to identify the government's maximum contract dollar amount in the solicitation thus minimizing the negotiation processing time and yet insure technical performance. Offering potential for improving present negotiation contracting procedures, the very nature and structure of Best Proposal for Price lends itself to some controversy. Nevertheless, Best Proposal for Price has the intrinsic momentum to be highly contributory in government contracting strategy. (Author)
