Independent Cost Estimates: A Case Study Joint Vertical Lift Aircraft (JVX) Program,

Abstract

In 1982, the Army was intrigued with a concept known as the Joint Vertical Lift Aircraft (JVX). Because of the nature of the program, an Independent Cost Estimate (ICE) was performed to double check the Program Office estimate. While the Army appears to have lost some interest in the program, this cost study illustrates the process of independent cost estimating. (Author)
