Improving the Effectiveness of Award Fee Contracts for Program Management Support Services,

Abstract

This article reports on a method to improve the effectiveness of Cost Plus Award Fee contracts used for program management support services. The approach involves allowing employee participation in the receipt of award fee dollars thru a concept called Cost Plus Award Fee, Employee Participation, CPAF (EP). An example of an unsuccessful attempt to use CPAF (EP) is presented and a possible solution to problems associated with the use of EP on support service contracts is introduced. The recommended solution is centered around the use of a criteria oriented EP system, similar to criteria developed for Cost/Schedule Criteria System. A major element in the EP system presented is simplicity, in that any EP system must be easy for a contractor to administer. The article concludes with a structured recommendation that CPAF (EP) criteria be developed and tested. (Author)
