Contractor Fraud: Government Response,

Abstract

Air Force Logistics support is adversely affected by the presence of fraud in Government contracts. Fraud occurs in the award of contracts, in the technical aspect of performance, and in the submission of false claims. Dishonest contractors, a small minority, must be found out and brought to justice. The response of the Government is channeled along several lines. Fraud is both a civil and a criminal matter. The Government may sue for financial recompense and may also invoke criminal penalties, and may debar bidders. The Contracting Officer and eventually the whole contracting team may be needed to detect fraud. The using activity, the Office of Special Investigation, the FBI and ultimately the Justice Department attorney and Federal Court are involved. (Author)
