Abstract

This paper reviews methods of documenting and tracking contract requirements and deliverables from the inception of a project through it completion. One specific system, the Technical Information Monitoring System, is discussed in detail. Emphasis its placed on the tracking of deliverables in the form of technical reporting requirements for research and development contracts for the U.S. Department of Energy. In addition, the paper concentrates on the application of new technologies to improve productivity and reduce overlap in energy research and development and to enhance contract document and accelerate the dissemination of contractor research and development reports and technical information.
