Technology and Soviet Political Choices,

Abstract

The purpose of this paper is to survey, from an historical perspective, how technological considerations have figured in Soviet political choices. The paper focuses on two specific issues: (1) Soviet interpretations of the technological and military competition with the West, and (2) Soviet attitudes toward the utilization of Western technology.
