Close Encounters with S&T (Science and Technology) in the Soviet Union,

Abstract

This paper attempts to convey a number of personnel observations, impressions and conclusions gathered and formulated during a two-year Foreign Service assignment at the American Embassy in Moscow. The author was Chief of the Embassy's Science and Technology Section during the Ford Administration. He discusses the organizational structure of US-SU cooperation in S/T. After examples of S/T cooperation, he then attempts to explain a number of important differences between doing science in the SU and in the US. Attention is also paid to those peculiarities of Soviet management that seem to impact industrial practices and could contribute to slowing the rate of innovation and modernization.
