Unique Design Aspects of a Large-Scale Experimental Sand Bypassing System.

Abstract

This paper describes several aspects of the design and implementation of an experimental sand bypassing system for Oceanside Harbor, California, that are unique or at least unusual for this type of specialized dredging apparatus. The system is intended to be part of a 5-year experiment to determine the feasibility of several sand bypassing concepts on a large-scale, long-term basis. Design of a bypassing system for Oceanside Harbor was mandated by the US Congress in the Energy and Water Development Appropriation Act of 1982, in which The Corps (US Army Corps of Engineers) is directed to proceed with engineering and design of a sand bypass system...and report...on a program for installing, monitoring, and evaluating the effectiveness of a sand bypass system as a means of maintenance of the harbor channel. The process began with the evaluation of alternative concepts and is now in the final stages of detailed design. The system as presently conceived represents compromises between factors such as cost, authorization mandate, the requirements of local citizens and organization, and the experimental nature of many system components in a large-scale installation. It is intended to evolve during the experimental period into a configuration that will effectively reduce the required frequency of maintenance dredging in the Oceanside entrance channel (presently once every 1.5 years) and thereby reduce total channel maintenance costs.
