Development of a Roadmap for Implementing New and Changing US Biosecurity Policy

Abstract

Although concern about offensive use of biological agents was high among security experts prior to 2001, terrorist events that year prompted changes in U.S. policy that resulted in a rapid scale- up of biodefense funding and significant strengthening of federal security requirements to prevent theft or diversion of pathogens. Fifteen years later, institutions still struggle with implementation of existing policy, but the biological landscape has evolved because of new biotechnology developments, requiring a re-analysis of policy and implementation strategies. Gryphon Scientific, in collaboration with Parsons and the National Defense University, propose to develop a roadmap for implementing future biosecurity policies at the federal and local level. Specifically, we propose to: 1) conduct a comprehensive analysis of U.S. biosecurity policy and practices; 2) evaluate key aspects of federal and local-level policy implementation, including evaluation of the opportunity costs; and 3) develop metrics for evaluating successful policy implementation.
