US-Singapore-Malaysia-Indonesia Multilateral Dialogue on Biosecurity
Abstract
The Johns Hopkins Center for Health Security proposes this Track II biosecurity dialogue between the United States, Singapore, Malaysia, and Indonesia. Participants have developed trusted relationships over the course of the dialogue, leading to more candid discussions on sensitive health security topics. Continued support for this dialogue will further strengthen these bonds, allowing for more targeted discussion in priority areas of interest and inclusion of new issues and emerging threats. Participants have briefed past dialogues to Ministers of Health and Defense and other senior government officials, including Permanent Secretaries and the Office of the President. Participants have also introduced topics discussed during the dialogue in international fora, including the World Health Assembly and Biological and Toxin Weapons Convention. With continued evolution, this dialogue provides excellent potential to identify biosecurity priorities to elevate to Track I diplomacy efforts. The proposed dialogue will address risks related to misuse of Select Agents; dual-use science including synthetic biology; forensics for attribution; and security implications of natural, accidental, and deliberate biological threats with the aim of better protecting the domestic and global public from future biosecurity threats through improved collaboration between the participating countries on emerging and prospective biological events. For this proposal, the Center would convene a three-day meeting in Washington, DC with participants from the four principal countries and observers from Thailand and Philippines.
