(MINERVA) CLIMATE CHANGE AND ALTERNATIVE GOVERNANCE
Abstract
Climate change poses some of the greatest challenges to global, national, and human security in the 21st century. The enormity of the consequences—from rising sea levels and increases in the intensity and frequency of major hurricanes and tropical cyclones, flooding, and wildfires, to desertification and encroachment on farmland—will necessitate governing authorities of all types and at all levels of society to respond. The efforts of national governments and industries have received disproportionate attention; however, in many places, rebel groups—counter hegemonic armed nonstate organizations contesting state legitimacy—wield significant authority to address climate-induced problems. Where climate hazards and state fragility coincide, rebel groups often operate alongside governments, sub-state actors, nongovernmental organizations, inter-governmental organizations, and private entities to address these issues. We build on existing knowledge of alternative governance to understand how counter hegemonic organizations (such as rebels) engage in climate governance and respond to various manifestations of climate-induced challenges.
