Weighting the Instruments of Power and Influence

Abstract

United States strategists and policymakers have struggled for decades deciding how to select the most effective instrument of power and influence when implementing US foreign policy or deterrence measures. Leadership frequently questions which instrument of power, commonly known as Diplomacy, Information, Military, Economic (DIME), will be the most effective while implementing policy. Which of the DIME letters could deter certain adversaries from conflict, or even decrease strategic competition. How do we know if the Military of DIME is more effective than the Diplomacy of DIME. Furthermore, are the instruments of power only limited to DIME, and how are they interpreted cross-culturally.
